Community Development Block Grant Program (CDBG)

Guidelines

Authorized under Title 1 of the Housing and Community Development Act of 1974, the CDBG Program provides eligible cities and counties with annual formula-based grants. These grants can be used to revitalize neighborhoods, expand affordable housing, offer economic opportunities and improve community facilities and services.

Funding received from Housing and Urban Development (HUD) for CDBG activities or projects is used locally to meet priority community needs identified in the City of New Braunfels' Consolidated Plan. All activities carried out with CDBG funding must meet one of the following national objectives:
  • Benefit low and moderate-income persons; Aid in the prevention or elimination of slums or blight; or Meet community development needs having a particular urgency e.g. response to a hurricane, tornado, flood, or similar disaster

Grant recipients must certify that at least 70% of HUD funds must be expended on behalf of low and moderate-income persons.

Program Year 2021
The City requested applications in February 2021 from non-profit agencies and other entities for the CDBG program for the term October 1, 2021 through September 30, 2022. Activities must benefit low-moderate income people, aid in the prevention of slum or blight, or meet an urgent community need such as disaster relief. 

The CDBG Program Year 2021 funding applications were available on the City's CDBG website from February 10, 2021 to March 10, 2021. Additionally, applications were available upon request to CDBG Program Support Staff.

The workshop provided details regarding the application process, eligibility and compliance requirements, and an overview of the CDBG grant program. Attendance was not mandatory but is always highly recommended.


Applications were due by March 10, 2021 no later than 4:00 PM (local time). Hardcopy applications were to be submitted to the City Secretary’s Office, ATTN: Jennifer Gates, at 550 Landa Street *or* electronic applications were to be submitted to CDBG Program Support Staff. Applications submitted after the deadline would not be accepted or eligible for funding.

CDBG Stakeholder Meeting
The City of New Braunfels receives Community Development Block Grant (CDBG) funds each year from the U. S. Department of Housing and Urban Development (HUD). The new funding year, Program Year 2021 (PY21) begins October 1, 2021 and ends September 30, 2022. In order to receive the funding, the City must create a document called the "Annual Action Plan" which details how the funds will be allocated, who will benefit from the funded programs/projects, and establishes goals for each activity. The PY21 Annual Action Plan will directly support the adopted 2020-2024 Consolidated Plan, a 5-year strategic planning document.

The City invites all persons interested providing input for the development of the Consolidated Plan, the Annual Action Plan, and the City’s Fair Housing Plan to attend a Stakeholder Meeting on June 1st. The meeting will be held at 10:30 AM to 12:00 PM in the Tejas Room at City Hall, 550 Landa Street, New Braunfels, TX. The meeting will allow citizens to discuss issues and priorities with City staff.  

Citizen comments will be accepted at this meeting as well as other public hearings and incorporated into the aforementioned Plan. After Council determines which programs and projects will be funded in the 2021 Action Plan, CDBG staff will prepare draft Plan documents which will be made available for review and comment in print form and on the City's CDBG website for 30 days. After the comment period has been completed for the Plans, any comments that have been received are incorporated into the associated document and the Plans are forwarded to HUD for their review.
